1/3 of the wave spectrum. occasional wave height is the average of
the highest 1/10 of the wave spectrum.

.synopsis...a 30.2 inch high will build across the ohio valley 
today. on tuesday, a 29.5 inch low over the upper midwest will track 
toward the central great lakes. this low will then track into 
eastern ontario through wednesday night, swinging a cold front 
across the lake by later wednesday. the surface low will then track 
well north of the lake thursday and friday.
