1/3 of the wave spectrum. occasional wave height is the average of
the highest 1/10 of the wave spectrum.

.synopsis...a 29.6 inch low and arctic front will cross the lower 
great lakes between this evening and the early overnight hours, with 
a 30.6 inch high then building across the central great lakes and 
ohio valley saturday. the high will then slowly weaken to 30.3 
inches while building east across the lower lakes sunday and monday. 
elongated low pressure averaging 29.8 inches will then push 
across the great lakes tuesday and wednesday.
