1/3 of the wave spectrum. occasional wave height is the average of
the highest 1/10 of the wave spectrum.

.synopsis...a 30.3 inch high pressure will settle across the
middle atlantic today then remain nearly stationary over the 
carolinas through the weekend. a 29.3 inch low pressure will move
from the northern plains to james bay during the latter half of 
the weekend and take a cold front east across the lake late sunday
night into monday. a 30.0 inch high will build across the ohio 
valley tuesday.
