waves are the significant wave height - the average of the highest
1/3 of the wave spectrum. occasional wave height is the average of
the highest 1/10 of the wave spectrum.

.synopsis...a 29.6 inch low just north of new england this morning 
will drift north across quebec through the day. meanwhile, another 
29.4 inch low will move across the upper great lakes and gradually 
consolidate with the first low through wednesday night. this low 
will then move from central quebec thursday morning to far northern 
quebec by friday. a 30.4 inch surface high will then move towards 
the lake saturday.
